Course Duration: 1 Hour
1. What is Prevent and why it matters in health and care
• Definition and aims of Prevent
Stopping people from becoming terrorists or supporting terrorism through early identification, support, and rehabilitation.
• Legal basis
Counter-Terrorism and Security Act 2015. Statutory Prevent duty applies to health and social care.
• Where health fits
NHS Standard Contract requires Prevent compliance. Level 3 staff complete “Preventing Radicalisation – Awareness of Prevent.” GOV.UK
• CQC’s position
Providers must safeguard people at risk of radicalisation through early identification, staff training, and robust systems.
2. Understanding risk, vulnerability, and indicators
• Vulnerabilities in care homes and community care
Social isolation, cognitive impairment, unmet needs, grief, identity crisis, coercive relationships, exposure to harmful online content.
• Indicators
Fixation on extremist narratives, sudden change in worldview, obsessive consumption or sharing of extremist material, grievance-based narratives, intent to travel, unexplained finances or items, expressing a desire to harm.
Use clinical judgement. Indicators are not proof on their own and can overlap with dementia, autism, learning disability, or acute distress. Follow a clear response pathway.
• Online harms
Recognise radicalising content and platforms. Record URLs, handles, and dates where safe to do so.
3. Professional responsibilities and decision making
• Proportionality and consent
Seek consent where safe. You may share information without consent to prevent serious harm or crime, in line with Prevent duty guidance and local policy. Document your rationale.
• Equality and human rights
Focus on risk and vulnerability, not faith, ethnicity, or background. GOV.UK
• Recording
Clear, factual, contemporaneous notes. Use local safeguarding and Prevent templates. Reference dates, direct quotes, observed behaviours, and any immediate actions taken.
4. Responding to concerns: the Prevent pathway
• Step 1. Immediate safety
If there is an immediate risk of harm, follow emergency procedures and call police via 999.
• Step 2. Internal escalation
Discuss with the safeguarding lead or Prevent lead. Use your organisation’s Prevent concern form.
• Step 3. Prevent referral
Submit a Prevent referral to local police Prevent team as per local policy. Include detailed, factual information and risk context.
• Step 4. Channel or PMAP
Multi-agency panel assesses risk and offers voluntary support such as mentoring, mental health input, and social care. Health staff may be asked to contribute information or attend meetings.
• Step 5. Ongoing care
Continue person-centred support, observe, and update records. Align with NICE safeguarding recommendations on responding to indicators and making safeguarding personal.
5. Roles, training, and governance
• Staff training
Level 3: “Preventing Radicalisation – Awareness of Prevent” via e-Learning for Healthcare or ESR. Refresh every 3 years.
• CQC expectations
Policies reflect Prevent, staff know referral routes, concerns are acted on, and leaders review Prevent data in governance.
• NICE in care homes
Promote a safeguarding culture, clear reporting routes, and accessible information for residents and families.
Learning outcomes (Level 3)
1. Explain the Prevent duty and how it applies to health and social care, including care homes.
2. Recognise risk factors, indicators, and online/offline pathways of radicalisation in adults, including those with dementia, learning disability, autism, or mental health needs.
3. Apply proportional information sharing, record keeping, and consent principles, and know when to override consent to prevent serious harm.
4. Follow local Prevent processes, including raising concerns, making a Prevent referral, and contributing to Channel or PMAP.
5. Fulfil CQC expectations on safeguarding, training, policies, and governance for Prevent.
6. Describe NHS England training and competency requirements and how compliance is monitored.
7. Recognise how NICE safeguarding guidance for care homes informs staff training, culture, and response to concerns.
